Sandbox compliance pinning

This is the reference for what changes on a sandbox created under a HIPAA-enrolled app or team key. For enrollment itself, see Enable HIPAA protection.

How a sandbox becomes claimed

A sandbox inherits its compliance state from verified key provenance, never from the caller:

  1. Platform key verification derives a positive originAppCompliance claim from the verified app or team lineage of the key, unioned with the first-party registry. A caller-supplied compliance field does not establish this identity.
  2. If a cached verdict contains no positive claim, the Sandbox API requires current verification before creating the sandbox — a stale absence is never used during a Platform outage. A cached positive claim is safe to reuse because the acceptance latch cannot be cleared.
  3. The Sandbox API forwards the verified identity and claim, and the orchestrator pins the sandbox’s origin and compliance labels at creation time.

A claimed workload must have usable verified attribution; otherwise creation is refused.

What gets pinned

The pinned labels control the following behaviors for the life of the sandbox:

BehaviorEffect
Origin and compliance labelsPinned at creation from the verified claim; they drive every behavior below.
Run-session capture exclusionRun sessions on the sandbox are excluded from capture.
Metadata-only telemetryTelemetry is reduced to a metadata skeleton — no content-bearing payloads.
Sentry environment withholdingThe sandbox’s environment is withheld from Sentry reporting.
In-boundary PHI scrubbingContent inside the sandbox boundary is scrubbed before it can leave through reporting paths.

SandboxInfo.compliance is read-only

SandboxInfo.compliance is a read-only echo of the pinned state. There is no client option to set, unset, or edit it — on create or anywhere else. It exists so your code can confirm what the orchestrator pinned, nothing more.

Unsupported create paths

Paths that cannot preserve the verified claim refuse claimed workloads with COMPLIANCE_CREATE_UNSUPPORTED instead of silently dropping the protection:

  • Batch creation
  • Branch creation
  • Rollouts
  • Detached GPU leases — including a GPU lease requested during an otherwise ordinary create
  • E2B create
  • The optional OpenAI-compatible run creation endpoints
  • Sessions without an existing projectId

Reads and execution on existing sandboxes remain available. An ordinary create succeeding does not prove restore or multi-cell handling for claimed workloads.

Not retroactive

Pinning applies to new sandboxes. Enrollment does not modify existing sandboxes, retained files, or historical logs — their migration and retention require a separate approved procedure. Until the launch requirements close, the shared fleet remains out of bounds for PHI regardless of pinning.
