HIPAA on Tangle
Tangle is building toward HIPAA-Ready operation for apps that handle protected health information (PHI). This section explains the protection model, what is enforced today, and where the program stands.
Current readiness status
Tangle does not claim HIPAA compliance today, and you should not either. There is no official HIPAA certification for any vendor — compliance is a property of your own program, not a badge a platform can grant. What Tangle provides is a set of technical protections (described below) plus a Business Associate Agreement (BAA) enrollment flow.
The launch program is still in progress:
- BAA execution and the infrastructure launch requirements (vendor agreements, placement, retention, and recovery controls) are not yet closed.
- PHI workloads remain unavailable on the shared fleet until those requirements close. Enrolling is a protection declaration — it is not deployment approval, not a compliant hosting environment, and not a promise of automatic zero-retention inference.
Use “HIPAA-Ready” when describing this state — never “HIPAA compliant.”
The one-toggle model
HIPAA protection is deliberately one decision, made once:
- Dashboard. The app owner (or team owner) opens the HIPAA enrollment flow for the app or team.
- BAA click-through. The flow serves the approved BAA document URL and version. The owner reads the document and accepts that exact version.
- Server-side fan-out. Platform records the acceptance in one append-only record and signs the resulting compliance claim into the lineage of keys minted for that app or team. Downstream products enforce from that verified claim — there is no client-side setting to copy, sync, or keep consistent.
The acceptance record is the permanent protection latch. It stores the document URL, version, accepting user, and timestamp. Concurrent retries return the same acceptance, and a request to clear it returns 409 COMPLIANCE_LATCHED. Removing enrollment configuration never clears an existing protection.
What the toggle enforces
- ZDR routing. Requests made with keys under a claimed lineage carry Platform’s signed
originAppComplianceclaim. Registered HIPAA origin apps (such ashealth-agent) dispatch with Zero Data Retention forced on every request — the request body cannot turn it back off. Extending this forced enforcement to every externally enrolled app, together with provider retention proof, is a tracked launch requirement. - No capture. Claimed sandboxes pin run-session capture exclusion, metadata-only telemetry, and Sentry environment withholding. See Sandbox compliance pinning.
- Pinned sandboxes. New sandboxes created under a claimed key are pinned with origin and compliance labels at creation time by the orchestrator — not by caller-supplied flags.
- Non-downgradable latch. The acceptance record is append-only. A claimed lineage cannot silently lose its protections, and a cached positive claim stays safe to reuse because the declaration cannot be cleared.
The shared-fleet boundary
Tangle’s Sandbox and Router products run a multi-tenant shared fleet. Enrollment changes how new work is routed and pinned; it does not change the fleet’s tenancy, and it does not reach backwards:
- Existing sandboxes, retained files, and historical logs are not modified. Their migration and retention require a separate approved procedure.
- Some creation paths cannot preserve the verified claim and refuse claimed workloads outright. See Unsupported create paths.
Until the launch requirements close, treat the shared fleet as out of bounds for PHI regardless of enrollment state.
What enrollment is not
- Not HIPAA compliance. Compliance is your organization’s program; Tangle supplies technical protections and a BAA.
- Not a certification. No official HIPAA certification exists for any platform.
- Not retroactive. It governs new sandboxes and new key-verified requests only.
- Not the per-request flag.
zeroDataRetentionis a one-call routing constraint, not a BAA and not enrollment.
